We are now accepting permit applications online
In April 2021, The City of Prior Lake added all-terrain vehicles (ATVs), utility task vehicles (UTVS) and mini trucks as allowed vehicles in the golf cart ordinance and the permitting process. The updated ordinance has removed the application fee and permits will now be valid for three calendar years.
To obtain a permit, the following is required:
- Copy of the applicant's driver's license or identification card
- Make, model, and serial number of the off-road vehicle
- Proof of current insurance
Completed applications can be emailed to the Prior Lake Police Department at Police@PriorLakeMN.gov along with a copy of your driver's license or ID, and insurance.

Once we have received your application and all of the required information, please allow up to 5 business days to complete. If approved, a permit decal along with a copy of the application will be mailed to you. Permitted vehicles must display the permit decal on the driver's side and carry a copy of the application. Applications can also be completed in person.

Ordinance Information
No off-road vehicle may be operated on designated city streets without first obtaining a permit from the Prior Lake Police Department. Permits are effective for three calendar years beginning January 1 and ending December 31. The applicant must have a valid driver's license and provide evidence of insurance.
Permitted off-road vehicles may operate on designated city streets with a speed limit of 35 miles per hour or less and are prohibited from riding on sidewalks and trails. Off-road vehicles will require a rearview mirror and golf carts require a slow-moving vehicle emblem. Permit holders will also be required to follow state traffic laws and conditions set forth in City Code Section 904.
