Annexation is the process of bringing a township property into the City limits. The result is a change in the boundaries of the community and it's one of the primary ways a city grows.
The latest example of this in Prior Lake is roughly 95 parcels within area 24.1 and roughly 125 parcels within area 24.2. In 1997, several Spring Lake Township residents petitioned to incorporate their homes due to failing and non-compliant septic systems; the petition was denied. The City of Prior Lake and Spring Lake Township initiated annexation discussions.
In 1998, the City of Prior Lake and Spring Lake Township entered into a Cooperative Sewer & Water Maintenance Agreement whereby City sewer and water utilities were extended to most parcels within area 24.1 (South Shore Drive Area). Under the terms of the cooperative agreement, these parcels were not annexed at that time and instead the annexation was deferred until 2024. There are roughly 95 parcels within area 24.1; approximately 90% of these parcels are already connected to City sewer and water.
In 2003, city sewer and water were extended to serve most of area 24.2 (Vergus Avenue Area) under terms of a separate Cooperative Sewer & Water Maintenance Agreement between the City of Prior Lake and Spring Lake Township. Sewer and water utilities were extended from the South Shore Drive area to resolve environmental concerns due to failing septic systems in the Vergus area. Per the terms of the agreement, these parcels were not annexed at the time of construction and instead the annexation was deferred until payment of the 20-year bonds (2024). There are roughly 125 parcels within area 24.1; approximately 75% of these parcels are already connected to City sewer and water. 2003 Orderly Annexation Agreement between Prior Lake and Spring Lake Township

- July 10, 2024 - Attorneys from the City of Prior Lake and Spring Lake Township are reviewing the final drafts of the proposed new agreement which would keep areas 24.1 and 24.2 in the Township. The areas under consideration for inclusion in the updated annexation agreement are all areas currently included in the 2003 annexation agreement, with the exception of 24.1 and 24.2. The proposed orderly annexation area can be found on this Map Exhibit. We anticipate the new agreement will be reviewed and considered by the Spring Lake Township Board and Prior Lake City Council at their meetings in August 2024.
- August 9, 2024 - Spring Lake Township and the City of Prior Lake will be considering the adoption of a joint resolution providing for the orderly annexation of certain areas within Spring Lake Township to the City of Prior Lake. All of the parcels proposed for inclusion in the 2024 orderly annexation agreement are included in the current 2003 agreement. The parcels in the South Shore and Vergus neighborhoods, previously identified as Areas 24.1 and 24.2 in the 2003 orderly annexation agreement, are not proposed for inclusion in the orderly annexation agreement that will be considered by the township and city. The Spring Lake Township Board of Supervisors will hold an open house at 5 p.m. and will consider adoption of the joint resolution for orderly annexation following a public hearing at 6 p.m. on Thursday, Aug. 22, 2024 at Spring Lake Township Hall, located at 20381 Fairlawn Avenue, Prior Lake, MN 55372. The Prior Lake City Council will consider adoption of the joint resolution for orderly annexation following a public hearing at 7 p.m. on Tuesday, Sept. 10, 2024 at Prior Lake City Hall, located at 4646 Dakota Street SE, Prior Lake, MN 55372.
The City of Prior Lake and Spring Lake Township received confirmation from the Municipal Boundary Adjustment Unit that the Orderly Annexation Agreement is complete and has been accepted by the Minnesota Office of Administrative Hearings.
